Fay was born August 22, 1922, in San Antonio, the daughter of Fredrick and Catherine (Hill) Moser, and the twin sister of Fred Moser. Her family moved to Waco in 1925. She graduated from Waco High School in 1940. She played the cornet as a member of the Waco High Band and received numerous awards and medals for her playing ability. She received her nursing degree from John Sealy Hospital in Galveston in 1943 and joined the Army Nurse Corps the same year as a 2nd Lieutenant.

She married the love of her life, Raymond W. Tolbert, on May 6, 1944; he was an Army Air Corps pilot. They spent over 59 years together until his death in 2003. After World War II, they moved back to Waco, but her husband was recalled to active duty in 1951 for the Korean War. After Korea, he became a career Air Force officer and for the next twenty years Fay was an Air Force wife living with Ray and their two children on military bases in the U.S., Puerto Rico, and Europe. Ray retired in 1972 with the rank of Lt. Col. They returned to Waco for good where they enjoyed many years of a well-deserved retirement. Fay loved her garden and her dogs and treasured her family.

She was preceded in death by her husband, mother and father, her brother, Fred Moser, and her sister Catherine Solchenberger.

She is survived by her daughter, Patricia Aileen Landrum and husband, Jim of Hewitt; her son, Raymond W. Tolbert II of Waco and a grandson, Daniel Ray Tolbert.
