Ray was born on October 22, 1934 in Haskell, Texas and was the oldest to two sons of Raymond and Beulah Ray Leggett. After graduating high school in Midland, Texas, he attended the University of Texas, where he played golf under Harvey Penick. On completion of college, he proudly served in the Army and earned the Expert Firearms medal, the Good Conduct medal, and the Green Hornet medal. He was a member of the Northwest Waco Rotary Club and a proud member of Ridgewood Country Club. Recently, his many friends and the Board of Directors at Ridgewood honored Ray with the planting of an Oak tree in his honor. The club named it the "Goo" tree which was Ray's nickname to his many friends and club members.

Ray's passion was golf; however, he enjoyed hunting and fishing as well. Ray was the ultimate optimist, an inspiration to others and had a lively sense of humor. In his more recent years, he enjoyed learning about stamps and coins. Ray was the state treasurer of the Texas Numismatic Association. His most pleasurable times were spent watching and interacting with his two grandchildren, Kristin Michelle Stumpf and Raymond F. Leggett, IV.
